Housing Authority begins activating e-wallets for companies registered on the Foreign Investment Portal

The Ministry of Housing, Utilities, and Urban Communities announced the activation of the electronic wallet system for companies registered on the New Urban Communities Authority’s (NUCA) Foreign Investment Portal, effective from last Thursday, in accordance with Board of Directors Decision No. 217 of 2026.

Eng. Randa Al-Manshawi, Minister of Housing, Utilities, and Urban Communities, emphasized that establishing an independent electronic wallet for each company registered on the Foreign Investment Portal represents a significant step in developing mechanisms for dealing with companies and facilitating procedures for transferring and approving their financial amounts, thereby enhancing the efficiency of the authority’s foreign investment system.

The Minister clarified that the new system is based on assigning a unique code to each company’s electronic wallet, which will be used to receive all SWIFT bank transfers related to the company.

She added that activating this system is part of organizing the mechanism for handling financial transfers to companies and ensuring that transferred amounts are directed to their designated path, thereby reducing the likelihood of delays or issues when approving such amounts.

For his part, Dr. Waleed Abbas, Deputy Minister of Housing for Urban Communities, explained that each company registered on the Foreign Investment Portal will have an electronic wallet with a unique and independent code. He confirmed that wallet top-ups are to be made by transferring the SWIFT amount to the company’s designated electronic wallet code, rather than to land plot reservation codes.

The Deputy Minister noted that the Authority will begin accepting transfers to electronic wallets starting September 17, 2026, while setting October 31, 2026, as the final deadline for topping up wallets and approving SWIFT transfers for use in the upcoming first offering. SWIFT transfers made after October 31, 2026, can be used in subsequent offerings.

In the same context, Dr. Ahmed Amara, Supervisor of the Real Estate and Commercial Affairs Sector at the New Urban Communities Authority, clarified that the electronic wallet balance will be available for use in offerings starting from the November 2026 offering, in accordance with the new mechanism approved by the Authority.

He stressed the importance of all companies registered on the Foreign Investment Portal complying with making SWIFT bank transfers to their company’s specific electronic wallet code, and not to land plot reservation codes, to avoid any delays or issues in approving the transferred amounts.

The New Urban Communities Authority calls on all companies registered on the Foreign Investment Portal to review their electronic wallet codes and comply with the new mechanism and the specified top-up and approval deadlines, ensuring that wallet balances are ready for use in offerings starting from the November 2026 offering.

Key dates for system activation:

* September 17, 2026: Start of accepting transfers to electronic wallets.

* October 31, 2026: Final deadline for topping up wallets and approving SWIFT transfers for use in the first upcoming offering.

* November 2026 offering: Start of the ability to use electronic wallet balances in offerings.
