Housing Ministry: Social Housing Fund launches electronic service for issuing housing unit clearance certificates

Engineer Randa Al-Manshawi, Minister of Housing, Utilities, and Urban Communities, announced the launch of an electronic service by the Social Housing Fund and Real Estate Financing Support Fund to issue housing unit clearance certificates (ifadat muqalasa) in digital form.

She noted that this step is part of efforts to simplify procedures for citizens, as they will no longer need to travel or deal with paper-based processes to obtain a clearance certificate confirming full payment of all financial obligations related to their housing unit.

For her part, Mai Abdel-Hamid, Executive Director of the Social Housing Fund and Real Estate Financing Support Fund, explained that this initiative is part of the Fund’s ongoing efforts to digitize all services provided to citizens, thereby facilitating access, enhancing transparency, and improving efficiency. She added that the Fund has launched two electronic services this year: early repayment and property ownership transfer.

Abdel-Hamid stated that citizens wishing to use the service must create an account on the clearance service website via the following link: https://cservices.shmff.gov.eg/UnitClearancePortal. An OTP (One-Time Password) verification code will be sent via SMS to the mobile phone number registered in the Fund’s database or the number provided during registration, in order to activate the account on the website.

The Executive Director added that citizens must prepare several documents in PDF format and upload the required files through the website. These documents include the original clearance certificate issued by the financing institution, specifying the date of financing approval and the date of full repayment.

She further noted that the file must also include the unit handover protocol or a certificate from the competent Housing Directorate, as well as the real estate financing contract, cash loan agreement, or installment contract. Additionally, citizens must submit a copy of their national ID card, an official power of attorney if applicable, and in the event of death, a certificate of inheritance along with copies of the national ID cards of the heirs. If any of the heirs are minors, a consent letter from the Shari’a (Family) Court must also be provided.

Mai Abdel-Hamid explained that upon receiving the citizen’s application, the relevant departments of the Social Housing Fund and Real Estate Financing Support Fund will begin reviewing the attached documents. The Fund will then determine the outstanding amounts due from the client, which include the clearance certificate processing fee and any applicable maintenance fees. An SMS message will be sent to the client directing them to any branch of Egypt Post to pay the outstanding amounts.

The Executive Director emphasized that uploading the payment receipt to the service’s website is a mandatory step to ensure the completion of the procedures. She noted that the clearance certificate processing fee is non-refundable.

Abdel-Hamid added that after all necessary steps for reviewing the application, the client’s payment of the outstanding amounts, and the completion of required signatures and stamps, the Fund will send an SMS message to the client instructing them to visit the Fund to collect the clearance certificate.
