The Council of Ministers approved a draft decree-law issuing the Arbitration Law, given that arbitration is a fundamental pillar of effective justice and a key element of confidence in the business environment, owing to its speed in resolving disputes, specialization in adjudication, and flexibility in procedures. This came during the Council of Ministers’ meeting held on Wednesday, chaired by the Acting Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef.

The Council clarified that the aforementioned draft decree-law was prepared to serve as an independent, comprehensive arbitration legislation that draws upon the most stable international systems and practices, while simultaneously preserving the distinctiveness of Kuwait’s legal system and its established procedural terminology, and striking a precise balance between the primacy of the parties’ will, which underpins arbitration, and the safeguards of public order, which underpin state sovereignty.

It noted that the draft decree-law establishes a unified framework that reconciles the authenticity of Kuwait’s legal system with the latest developments in comparative arbitration systems, laying the foundation for an integrated national arbitration system that saves time through fixed deadlines and streamlined judicial orders. This system safeguards public funds through strict regulations for arbitrating contracts of state entities, reassures arbitrators by limiting their liability, and provides investors with limited avenues for appeal and swift resolution.

The Council of Ministers referred the draft decree-law issuing the Arbitration Law to His Highness the Amir, Sheikh Meshal Al-Ahmad.

During the same meeting, chaired by the Acting Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, the Council of Ministers was informed of the names of the official delegation accompanying the representative of His Highness the Amir, Sheikh Meshal Al-Ahmad, namely His Highness the Crown Prince, Sheikh Sabah Al-Khaled, during his official visit to New York to lead the Kuwait delegation participating in the high-level week of the 81st session of the United Nations General Assembly, scheduled from September 19 to 26, 2026.

The Council of Ministers expressed its strong condemnation and rejection of the attempt to target the holy city of Mecca by a drone launched by the Houthi militia. It affirmed that this cowardly and despicable act constitutes an infringement on the sanctity of the Qibla of Muslims, a disregard for its religious significance, and an affront to the feelings of Muslims.

The Council of Ministers also expressed its strong condemnation and rejection of the Houthi militia’s attacks on civilian infrastructure and civilians in the Saudi Arabian cities of Khamis Mushait, Abha, and Taif using ballistic missiles and drones. It stressed that these attacks represent a blatant violation of the Kingdom’s sovereignty and a breach of international and humanitarian law.

Furthermore, the Council of Ministers expressed its strong condemnation and rejection of the targeting of the East-West Pipeline in the Riyadh and Medina regions of the Kingdom of Saudi Arabia by several drones originating from Iraqi territory last Saturday. It emphasized that this constitutes an attack on energy supply security and a serious escalation that could undermine the security and stability of the region.
