Establishment of the title “Trainee Teacher” and determination of conditions and regulations for filling the position
Alaa Khalifa: Minister of Education M. Syed Jalal Al-Tabtabaee issued a decision to create the job title “trainee teacher” within the Ministry of Education, specifying the conditions and regulations for filling the position in accordance with the provisions of the Law-Decree replacing Schedule No. (1) attached to Law No. (28) of 2011 concerning the granting of allowances and bonuses to Kuwaiti members of the teaching staff at the Ministry of Education and the Ministry of Islamic Affairs.
In a press statement, the Ministry of Education said that the decision, without prejudice to acquired rights, established the “trainee teacher” position among educational job titles, requiring that the applicant hold a university degree.
It added that the “trainee teacher” position is initially appointed for one year, during which the teacher undergoes a training program. If the teacher successfully completes the program, they will be assigned to the job levels for members of the teaching staff as outlined in the schedule attached to Law-Decree No. (86) of 2026.
The ministry noted that if the trainee teacher fails to complete the training program, they will be assigned to an administrative position within the Ministry of Education, provided they hold a professional teaching qualification (Bachelor of Education) from the College of Education at Kuwait University or from the Basic Education College of the Public Authority for Applied Education and Training.
It clarified that if the trainee teacher does not hold the aforementioned professional university qualification, their file will be referred to the Civil Service Bureau for assignment to another government entity in a job title appropriate to their obtained qualification.
The Ministry of Education emphasized that the decision takes effect from the date of its issuance, and all concerned authorities are required to be informed and act accordingly, with any previous decisions conflicting with it being repealed.
