Alaa Khalifa: Education Minister Eng. Syed Jalal Al-Tabatabai issued a ministerial decision stipulating the submission of a financial clearance certificate as a prerequisite for issuing and delivering academic certificates, documents, and official records from public and private general education schools, as well as for completing the procedures for transferring students and their academic files between schools at all stages of public and private general education.
In a statement, the Ministry of Education clarified that the decision stipulates that the submission of an approved financial clearance certificate, free from any financial claims or obligations of any kind, is a fundamental condition for issuing and delivering academic certificates, documents, and official records, or for completing the procedures for transferring students and their academic files from one school to another at all stages of public and private general education.
It added that the decision assigns the relevant administration in government or private schools to issue the financial clearance certificate electronically or in paper form, immediately upon verifying the absence of any financial claims or pending obligations on the guardian within the list of due school fees.
The Ministry emphasized that the decision does not permit accepting requests to obtain academic certificates, documents, and official records, or requests to transfer students and their academic files from one school to another, in the event of any financial claims, obligations, or attachments of any kind, including unpaid school fees.
It pointed out that such requests are not considered valid unless the guardian submits an approved financial clearance certificate confirming that his account is free from all attachments, financial obligations, and due school fees.
The Ministry concluded by emphasizing that the decision takes effect from the date of its issuance, repealing all previous decisions and circulars that conflict with it, and that all relevant authorities shall, each within their respective jurisdictions, implement the decision and act in accordance with its provisions.
