Mandating Managers and Interim Councils in Cooperatives to Submit Quarterly Development Plans

Dr. Amthal Al-Huwail, Minister of Social Affairs, Family, and Childhood, has directed appointed managers and interim boards of directors in cooperative societies to submit quarterly development plans that include clear and measurable targets.

In a statement to KUNA, Al-Huwail said this step is part of a comprehensive reassessment of managers and interim boards aimed at enhancing administrative and professional performance, strengthening governance, and tightening oversight in the cooperative sector.

She added that the quarterly development plans aim to address deficiencies, improve services, and enhance the financial and operational performance of the societies, subject to periodic monitoring and evaluation by the relevant sector.

She clarified that the evaluation will include reviewing the level of performance, adherence to assigned tasks and responsibilities, efficiency in managing the society’s affairs, and safeguarding its funds, assets, shareholders’ rights, and state funds.

She noted that the evaluation also includes monitoring the extent to which observations and reasons that necessitated the appointment have been addressed, and verifying the absence of conflicts of interest or practices that could affect the integrity and independence of administrative and financial decisions.

Al-Huwail pointed out that she has also directed periodic security inquiries regarding those appointed, as well as reviewing financial disclosure declarations to ensure compliance with their submission and updating in accordance with prescribed legal provisions and procedures.

She emphasized that the continuation of appointments would be linked to performance levels, adherence to requirements, evaluation results, the extent of implementing development plans, and compliance with integrity and governance standards. She stressed that necessary measures would be taken against any deficiencies or failure to meet appointment requirements.

Al-Huwail stated that temporary appointment is a responsibility that requires achieving tangible results during the appointment period, ensuring the protection of societies’ funds and shareholders’ interests, and reinforcing principles of transparency, integrity, and oversight in cooperative work.

She stressed that no appointment is immune from evaluation and accountability, affirming that those who achieve results and uphold trust will continue, while those proven deficient or involved in conflicts of interest will have no place in managing the funds of shareholders and the state.
