Unified Electronic Platform for Managing the Cooperative Sector

The Ministry of Social Affairs is moving toward a qualitative leap in the management of the cooperative sector’s operations by completing a unified electronic platform that encompasses various administrative and financial procedures, linking suppliers to cooperative societies electronically. This initiative aims to enhance governance and oversight, and to raise the level of transparency and accuracy in procurement and receipt processes.

Dr. Sayed Issa, the Acting Assistant Undersecretary for Financial and Administrative Affairs and Cooperative Affairs, affirmed that the Ministry of Social Affairs is working to fully complete the unified electronic platform for managing the cooperative sector’s operations, targeting its completion six months ahead of the specified deadline. Informational seminars and workshops will be organized for cooperative societies to explain the platform’s operational mechanisms.

In a statement to Kuwait Television, Issa said the platform will include all administrative and financial details related to the work of cooperative societies, thereby enhancing governance and oversight, standardizing procedures and data, improving performance efficiency, and accelerating transaction processing.

He clarified that the platform will eliminate paper-based transactions, as all procedures will be completed electronically—from supplier registration and fee payment to the issuance of a unique username, through communication with cooperative societies, product submission and approval, issuance of procurement requests, and receipt of goods via the system.

Issa added that the system will reduce human intervention in procurement and receipt processes, and prevent alterations to invoice data, stamps, dates, or quantities, ensuring that the quantities listed in procurement requests match exactly with those actually received in cooperative societies’ warehouses and markets.

He further explained that the platform will enable suppliers to track their goods from the moment they enter the cooperative, allowing them to know the quantities supplied, sold, and remaining, thereby achieving greater accuracy, speed, and transparency at all stages of interaction.
