Ministry of Education: Activating "Balagh" in schools to expedite the processing of remarks and complete readiness for the academic year
As part of the ongoing preparations for the start of the 2026/2027 academic year, and in line with the Ministry of Education’s commitment to completing readiness measures in schools and educational facilities, and to prepare a suitable environment for welcoming students, as well as teaching and administrative staff, and in implementation of the directives of Minister of Education Eng. Sayed Jalal Al-Tabtabaei, Assistant Undersecretary for Educational Affairs Eng. Hamad Al-Hamad addressed the General Administration of Educational Areas, the General Administration of Religious Education, and the General Administration of Special Education regarding the continuation of preparations for the 2026/2027 academic year and the activation of the “Bulgh” electronic platform.
Al-Hamad emphasized the importance of continuing the efforts made by various concerned entities to complete the preparation of educational facilities, and directed school administrations and affiliated entities to activate the “Bulgh” platform during the current period, and to monitor and report any observations or readiness-related needs promptly, ensuring their timely transmission to the relevant authorities and the swift implementation of necessary measures to accomplish required tasks to the highest standard.
He stressed the necessity of treating observations and needs with urgency during this phase, and enhancing integration and coordination with maintenance and services departments and relevant authorities across different educational areas, thereby supporting rapid response to field needs and completing remaining works according to the actual priorities of each school before the reception of students.
The Ministry of Education clarified that activating “Bulgh” during this period aims to strengthen field monitoring and organize the mechanism for tracking school needs. The program has contributed to linking schools, educational areas, readiness teams, and relevant sectors within a unified electronic system, starting from recording an observation or need at the school level and referring it directly to the competent authority, through to monitoring the measures taken regarding it, completing required works, and closing the report.
The Ministry indicated that this mechanism has helped shorten the documentation cycle, reduce the need for paper correspondence and multiple procedures among entities, ensuring that school needs reach specialized teams quickly and enhancing coordination between engineering, technical, services, supply, and warehouse teams, as well as relevant authorities. It also provides updated data and indicators regarding reports, completion rates, and existing observations, thereby supporting priority setting and rapid decision-making.
In this context, the Ministry of Education appreciated the efforts made by the Engineering Affairs, readiness teams, and relevant technical and service departments, as well as the work accomplished during the summer vacation period related to school preparation and addressing observations submitted via the “Bulgh” electronic platform. It emphasized that this circular serves as a continuation of these efforts and coincides with the return of school administrations, enabling the tracking of any remaining needs or observations and addressing them directly.
The Ministry noted that readiness teams and relevant authorities monitored more than 13,000 reports related to civil and electrical maintenance works, air conditioning units, water coolers, school cleanliness, as well as the supply of textbooks, school and office furniture, and other readiness requirements via the “Bulgh” platform during the summer vacation period. Of the total reports received, 8,602 (65.2%) have been completed and resolved, while work is ongoing on approximately 20.5% of the reports, with an additional 14.3% representing new reports that are being processed.
The Ministry of Education reaffirmed its commitment to maintaining intensive monitoring in the coming period, and to intensifying the efforts of relevant sectors, readiness teams, and competent authorities to complete ongoing reports and works. It emphasized that activating the “Baligh” platform in schools during this phase enhances the speed of identifying and addressing needs, and strengthens integration between field operations and the concerned sectors, thereby contributing to raising readiness levels and completing the necessary preparations to welcome our students with the launch of the 2026/2027 academic year.
