Suspension of Deduction of Union Dues from Employees' Salaries

Abdullah Al-Rakan: The Acting Undersecretary of the Civil Service Bureau, Salah Al-Saqabi, issued a circular to all ministries, government departments, and public authorities and institutions regarding the implementation of the Cabinet’s decision to cancel deductions from employees’ salaries in favor of trade unions, effective from the September salary.

The circular clarified that this comes in implementation of Cabinet Decision No. (906), issued on July 28 last year, which tasked the Civil Service Bureau, in coordination with government entities, with canceling deductions from employees’ salaries for trade unions and removing them from the Integrated Civil Service Systems.

The Bureau indicated that government entities linked to the Integrated Civil Service Systems will cancel trade union deductions and remove them from the system starting with the September 2026 salary, while non-linked entities will implement the decision according to their established procedures.

The circular, a copy of which was obtained by Al-Anbaa, stated that the automatic deduction of union dues from employees’ salaries through government entities’ systems would cease. Those wishing to continue their union membership must pay their dues directly to the trade union, without deducting them from their salaries through the Civil Service system.

The decision emphasizes that the measure pertains only to the mechanism of deducting dues from salaries and does not mean the cancellation of employees’ union membership or the abolition of trade unions.
