Al-Asimi: "Home quarantine" monitored electronically... Capital Traffic, highways, and Al-Jaleeb parking lot welcome those wishing to apply it

Mansour Al-Sultan: Brigadier Fawaz Al-Asimi announced the start of implementing the smart booking system for vehicles with violations, known as “house arrest,” starting next Sunday. This step aims to develop the vehicle impoundment mechanism and leverage modern technologies to electronically monitor impounded vehicles, ensuring that legal procedures are applied with precision and flexibility.

During an interview on Kuwait’s first television channel, Al-Asimi explained that the new system allows violators who meet the impoundment conditions to choose the location where they want their vehicle to be impounded, instead of having it towed to impound lots. This is done through electronic procedures that ensure continuous monitoring of the vehicle throughout the impoundment period and verify that it is not moved or used in violation of the decision.

He clarified that individuals wishing to benefit from the “house arrest” system must visit one of the designated authorities: the Capital Governorate Traffic Department, the Southern Al-Sabahia Highway Department, or the vehicle impoundment lot in Jleeb Al-Shuyoukh, and request the application of the system. The relevant employee will then document the violator’s and vehicle’s data and enter it into the electronic system before installing a special tracking device in the vehicle to monitor it during the impoundment period.

He added that after completing the procedures and having the monitoring device installed, the violator can drive the vehicle to the chosen location to serve the impoundment period. The impoundment duration will be calculated starting from 12:00 midnight, in accordance with approved procedures and regulations.

Al-Asimi emphasized that implementing the system does not mean the end of supervision over the vehicle; on the contrary, the impounded vehicle remains under continuous electronic monitoring via the installed tracking device, which is linked to a dedicated monitoring system within the Violations Investigation Department. He stressed that moving the vehicle outside the designated area during the impoundment period constitutes “breaking house arrest.” This violation is detected electronically, after which the relevant employee contacts the violator to take legal action and issue a fine of 50 dinars.
