Medbouly: Reconstruction and development as a cornerstone for establishing peace and security in Africa

Prime Minister Dr. Mustafa Madbouly stated that reconstruction and development in countries affected by conflicts constitute a fundamental pillar for establishing peace and security in Africa, complementing efforts to prevent and resolve conflicts.

In a statement, the Cabinet noted that these remarks were made by Madbouly during his participation on Sunday, on behalf of President Abdel Fattah El-Sisi, in the African Union’s Extraordinary Summit on Strengthening Mechanisms for Conflict Prevention and Resolution, held in the Angolan capital, Luanda.

Madbouly emphasized that the continent faces unprecedented challenges and ongoing conflicts and disputes, which require swift action and a comprehensive, advanced approach to address their root causes. He clarified that among the main drivers of conflict are poverty, the impacts of climate change, water scarcity, the rise of terrorist operations, the proliferation of arms, and transnational organized crime. He stressed the importance of joint efforts to develop existing mechanisms within the African Union and regional economic communities.

He added that Egypt attaches special importance to the post-conflict reconstruction and development agenda, given President El-Sisi’s leadership of this file within the African Union. He underscored the necessity of transforming the African Union’s policy on post-conflict reconstruction and development into practical and tangible programs that take into account the specificities and needs of each country.

He pointed out that efforts should focus on rehabilitating vital infrastructure, including roads, electricity, water, sanitation, schools, and hospitals, alongside supporting the building of capable and effective national institutions, creating job opportunities, empowering citizens, and reintegrating affected populations, particularly women and youth.

Madbouly called on the African Union Commission to continue supporting the African Union Center for Post-Conflict Reconstruction and Development in Cairo and to enhance its role. He commended the establishment of the Sub-Committee of Experts on Post-Conflict Reconstruction and Development of the African Peace and Security Council, which held its first meeting under Egypt’s presidency of the Council in February 2026.

He praised the efforts made within the framework of reforming the African Peace and Security Council, emphasizing the importance of the reform process correcting what he described as a historical flaw in the Council’s composition by granting the Northern region its third seat, thereby ensuring fair geographic and regional representation for all regions.

He affirmed Egypt’s aspiration to host the eighth mid-year coordination meeting of the African Union in the new city of Alamein on October 4 next year, and invited African leaders to participate in the inaugural Alamein Africa Business Forum, scheduled to take place from October 2 to 4 next year, to enhance African integration and solidarity and to advance intra-African cooperation.

He expressed his wishes for the success of the Luanda Summit and for it to yield decisions that meet the aspirations of African peoples for strengthening peace, security, and development on the continent.
