Regulations for the Appointment of Non-Commissioned Officers in the Fire Force for Those Who Have Had Their Citizenship Revoked

The First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, issued Ministerial Decision No. 7 of 2026, which was published in the Official Gazette “Kuwait Today,” concerning the regulations and provisions for the appointment of non-Kuwaiti warrant officers in the General Fireforce. Its articles stipulate the following:

Article (1): Non-Kuwaitis whose Kuwaiti nationality was revoked by decree in accordance with the provisions of Item (4) of Article (13) of Amirial Decree No. 15 of 1959 concerning the Kuwaiti Nationality Law and its amendments may be appointed as warrant officers in the General Fireforce. The appointment of a member of the General Fireforce shall be based on contracts concluded with them, after fulfilling the security requirements and procedures enforced by the competent authorities. A decision to appoint them shall be issued by the Commander of the General Fireforce. Training courses and professional qualifications previously obtained by them from the Force (Education and Training Institute) shall be taken into account for evaluation and job placement purposes, in accordance with the regulations set by the Commander of the General Fireforce.

Article (2): The appointment of the categories mentioned in Article (1) of this Decision shall be in accordance with the provisions of Law No. 13 of 2020, the related regulations, and the provisions of the contract attached to this Decision.

Article (3): Those appointed shall undertake to work in the General Fireforce for a period of five years, renewable as deemed appropriate by the General Fireforce.

Article (4): Appointees covered by the provisions of this Decision shall be subject to all laws, regulations, decisions, orders, and instructions enforced in the General Fireforce throughout their period of service. Appointees are obligated to perform the duties specified in their appointment contract, and they may be transferred or assigned to other duties by order of the Commander of the General Fireforce or his delegate.

Article (5): The provisions of Law No. 13 of 2020 and its implementing regulations and decisions shall apply to applicants.

Article (6): The Commander of the General Fireforce shall execute this Decision.
