First Deputy issues a decision regarding the regulations and provisions for the appointment of non-Kuwaiti non-commissioned fire officers

The First Deputy Prime Minister and Minister of Interior, Sheikh Fahad Al-Yousef, issued Ministerial Decision No. 7 of 2026 concerning the regulations and provisions for the appointment of non-Kuwaiti warrant officers in the General Fire Force. Its articles stipulate the following:
Article (1): Non-Kuwaiti individuals who have been subject to a decree revoking their Kuwaiti citizenship in accordance with the provisions of Clause (4) of Article (13) of Amirial Decree No. 15 of 1959 concerning the Kuwaiti Nationality Law and its amendments may be appointed as warrant officers in the General Fire Force. Such appointments shall be made based on contracts concluded with them, after fulfilling the security requirements and procedures enforced by the competent authorities. A decision approving their appointment shall be issued by the Commander of the General Fire Force. Training courses and professional qualifications previously obtained by them from the Force – specifically the Education and Training Institute – shall be taken into account for evaluation and job placement purposes, in accordance with the regulations set by the Commander of the General Fire Force.
Article (2): The appointment of the categories mentioned in Article (1) of this Decision shall be governed by the provisions of Law No. 13 of 2020, the related regulations, and the terms of the contract attached to this Decision.
Article (3): Those appointed shall commit to working in the General Fire Force for a period of five years, renewable as deemed appropriate by the General Fire Force.
Article (4): Appointees covered by the provisions of this Decision shall be subject to all laws, regulations, decisions, orders, and instructions enforced within the General Fire Force throughout their period of service. They are obligated to perform the duties specified in their appointment contract. They may be transferred or assigned to other duties by order of the Commander of the General Fire Force or his authorized delegate.
Article (5): The provisions of Law No. 13 of 2020 and its implementing regulations and decisions shall apply to male and female applicants.
Article (6): The Commander of the General Fire Force is tasked with implementing this Decision.
