Approval and Reduction of Prices for 517 Pharmaceutical Products, and Pricing of Biological Drugs to Be the Cheapest in the Gulf

Kuwait officials: Health Minister Dr. Ahmed Abdulwahab Al-Awadi issued a decision regarding the determination of a price list for drugs and human pharmaceutical preparations in the private sector, a move aimed at regulating drug prices in the local market, enhancing patients’ ability to access treatments at reasonable prices, and supporting the Ministry’s policy of reviewing and pricing pharmaceutical preparations in accordance with approved frameworks and controls.

The decision stipulated the adoption of prices for the drugs and pharmaceutical preparations listed in the annexed list, which includes 517 pharmaceutical products across various categories and therapeutic groups, and set their selling prices in the private sector. This brings the total number of items covered by decisions to reduce and approve drug prices to 2,760 drugs over three years.

The new list includes pricing for several biological drugs and modern, specialized treatments at competitive prices, making their prices in Kuwait among the lowest in the Gulf Cooperation Council (GCC) countries. This aligns with the Ministry of Health’s direction to alleviate the financial burdens associated with high-cost treatments and improve access to them in the private sector.

The list includes specialized preparations and treatments used for various chronic, autoimmune, oncological, and hematological diseases, among others. It features biological preparations, injections, and high-cost specialized treatments. The decision specifies for each preparation the manufacturing company, package size, and approved price. These details are presented in the tables annexed to the decision.

The list covers 517 drug items and preparations, varying between tablets, capsules, injections, solutions, biological preparations, vaccines, specialized treatments, and other pharmaceutical forms. The tables specify the name, concentration, pharmaceutical form, manufacturing company, and package size of each preparation, alongside its determined price, providing a clear and uniform framework for the trade and sale of these preparations in the private sector.

The list includes a large number of modern and specialized treatments, including drugs used to treat cancer, autoimmune and blood diseases, multiple sclerosis, chronic and rare diseases, as well as biological drugs, vaccines, and injectable preparations.

Pricing these preparations, particularly biological drugs and high-cost treatments, is part of the Ministry of Health’s effort to enhance the balance between providing modern and innovative drugs and ensuring reasonable prices for patients in the private sector. This contributes to reducing financial burdens and improving access to treatment.

The decision also supports regulating the drug market and unifying officially approved prices, while strengthening oversight of the selling prices of pharmaceutical preparations in private pharmacies and health facilities.

The decision stipulates the cancellation of any previous price for any preparation included in the new list, making the prices specified in the decision the officially approved prices for these items, thereby preventing the continued application of any prior pricing that conflicts with them.

The decision emphasized the necessity for relevant authorities to implement its provisions in accordance with their respective jurisdictions, ensuring the application of the new price list for the covered preparations in the private sector.

The decision represents a comprehensive update of the drug pricing system in the private sector, with a particular focus on providing biological drugs and modern treatments at competitive prices that place Kuwait among the most affordable in the region for such treatments, alongside the regulation of prices for hundreds of pharmaceutical preparations traded in the local market.
