Ministry of Commerce and Industry: Subsidized building materials to be issued once, linked to the civil ID, with electronic demolition and construction permits

The Minister of Commerce and Industry, Osama Al-Boudi, issued a ministerial decision to revise the regulations governing the disbursement of subsidized and discounted construction materials, which was published in today’s (Sunday) edition of “Kuwait Al-Youm” newspaper. The decision amends certain provisions of Ministerial Decision No. 222 of 2024, and stipulates that it takes effect from the date of its issuance last week, on the 17th of the current month. The text of the decision is as follows:
Article One: The texts of items (1) and (6) of Article Four of the aforementioned Ministerial Decision No. 222 of 2024 are replaced with the following:
“1- The beneficiary must have obtained a loan from the Kuwait Credit Bank, whether it is a construction loan, a renovation and expansion loan, a purchase loan, or a demolition and reconstruction loan. The materials shall be disbursed to the beneficiary only once, with eligibility determined according to their civil ID number, and the disbursement shall be linked to this number.”
“6- If the beneficiary owns a house and wishes to demolish it and rebuild it, the provisions of item (first) of Article Two shall apply to them, subject to the following conditions:
a. The beneficiary must have obtained a demolition and reconstruction loan from the Kuwait Credit Bank.
b. The demolition permit and the new construction permit must be submitted through the electronic system.
c. The beneficiary must provide a letter from the Kuwait Credit Bank specifying the amount reserved for demolition and reconstruction. The quantity of materials shall be determined according to the table set out in item (first) of Article Two, taking into account the deduction of quantities previously disbursed to the beneficiary.”
Article Two: Item (7) of Article Four of the aforementioned Ministerial Decision No. 222 of 2024 is repealed, and any provision conflicting with the provisions of this decision is also repealed.
Article Three: Competent authorities shall implement this decision within their respective jurisdictions. It takes effect from the date of its issuance and shall be published in the Official Gazette.
