Promotion of 900 Employees in the Ministry of Health
The Ministry of Health has approved the 2026 promotion lists by selection, covering approximately 900 male and female employees from various occupational categories who met the prescribed legal and functional conditions and controls for promotion. The Ministry has begun sending notifications via the "Sahel" application to employees included in the selection-based promotions, informing them of their eligibility for promotion, coinciding with the approval of the 2026 promotion lists.
The promotions involve transferring covered employees from their current ranks to the first available step in the target rank, with the addition of one periodic allowance, effective as of March 31, 2026. The approval of the promotion lists followed a review of employees' compliance with the regulations governing selection-based promotions. Key requirements include obtaining an "excellent" rating in the most recent performance evaluation, the availability of an open financial rank to which promotion is possible, and meeting the required duration of service in the current financial rank.
The regulations stipulate that an employee must have served in their current financial rank for at least two years. Promotion from rank "B" to rank "A" requires a minimum service period of four years. Additionally, employees must not have previously been promoted by selection to their current rank, with the exception of ranks "A" and "B," which are exempt from this condition according to the governing regulations.
Selection-based promotions are limited to Kuwaiti employees who meet the specified conditions and cover various occupational categories within the Ministry of Health, excluding physicians, whose promotions are subject to specific controls and pathways within the approved professional promotion ladder.
The approval of these promotions comes as part of completing the due administrative procedures for eligible employees, in accordance with the rules and regulations governing selection-based promotions.
