Ministry of Education reviews its staffing needs for educational specializations and prepares for the external transfer of teachers between schools

Alaa Khalifa: Educational sources confirmed to “Al-Anbaa” that the Coordination and Follow-up Administration in the General Education Sector continues to review the Ministry’s needs for educational specializations, in coordination with the College of Education at the Public Authority for Applied Education and Training, Kuwait University, and the Diwan of Civil Service, with a view to approving its plan according to the specializations required by the labor market and the conditions and regulations set by the Ministry. The sources stated that the Ministry continuously monitors the required specializations in coordination with the relevant authorities in the Diwan of Civil Service, with the aim of requesting a halt or reduction in admission numbers for specializations experiencing a surplus and lacking actual demand in the labor market, thereby achieving better alignment between educational outputs and the needs of the educational field.
They added that the Ministry is simultaneously working to redistribute teaching staff according to the actual staffing levels in schools, while conducting continuous evaluations of teaching loads and performance rates. They noted that the method for calculating teaching loads varies depending on the subject, educational stage, and the number of male and female teachers.
It was clarified that the prescribed teaching load for each subject ranges between a minimum and a maximum limit according to the educational stage, and it also varies from one school to another based on the number of students, classes, and teaching staff, in addition to annual changes in requirements according to the actual educational budget of each school.
Regarding staff transfers, the sources indicated that the Ministry is currently preparing decisions for external transfers of male and female teachers between schools, based on transfer requests between educational districts for the upcoming academic year. These transfers will cover all stages of general education: primary, intermediate, and secondary, as well as kindergartens and institutes, across various academic specializations.
They emphasized that the Coordination and Follow-up Administration will begin implementing transfer projects based on actual staffing levels and the schools’ needs for Kuwaiti and non-Kuwaiti teachers across all educational stages. They explained that the fulfillment of transfer requests will be based on the actual needs of each school, ensuring a balanced distribution of educational personnel and addressing shortages in required specializations.
