Ministry of Commerce: Subsidized construction materials available only once, with the civil ID

The Minister of Commerce and Industry, Osama Al-Boudi, issued an amendment to the decision on the disbursement of subsidized construction materials, restricting such disbursement to a single instance only, in accordance with the following conditions: “Amendment of Item No. 1 of Ministerial Decision No. 222 of 2024, whereby the beneficiary must have obtained a loan from the Kuwait Credit Bank, whether it is a construction loan, a renovation and expansion loan, a purchase loan, or a demolition and reconstruction loan. The materials shall be disbursed to the beneficiary only once, with eligibility determined according to his civil ID number, and the disbursement shall be linked to this number.”

Regarding the amendment of Item No. 6 of Article Four of Decision No. 222 of 2024, the amendment stipulated that if the beneficiary owns a house and wishes to demolish it and rebuild it, the ruling of Item (First) of Article Two shall apply to him, subject to the following conditions:

A. He must have obtained a demolition and reconstruction loan from the Kuwait Credit Bank.

B. He must submit the demolition permit and the new construction permit through the electronic system.

C. He must provide a letter from the Kuwait Credit Bank specifying the amount reserved for demolition and reconstruction, with the quantity determined according to the table set forth in Item (First) of Article Two, taking into account the deduction of any quantities previously disbursed to the beneficiary.

Article Two of the decision stipulated the cancellation of Item No. 7 of Decision No. 222 of 2024, and any provision conflicting with the provisions of this decision is also repealed.

The final Article Three of the decision stipulated that the competent authorities, each within its respective jurisdiction, shall implement this decision, which shall take effect from the date of its issuance and be published in the Official Gazette.
