Electric Vehicle Charging Stations Enter Kuwait's List of Commercial Activities

The Ministry of Commerce and Industry issued Ministerial Decision No. (167) of 2026 regarding the establishment and amendment of certain commercial activities, within the limits stipulated in the Unified Guide for the Classification of Economic Activities of the Gulf Cooperation Council (GCC) countries.
The decision introduced two new commercial activities: the first pertains to the operation and management of electric vehicle charging stations, while the second covers the sale, installation, and maintenance of electric vehicle charging devices and equipment, along with related services.
The Ministry designated the regulatory authorities for these activities. The operation and management of electric vehicle charging stations fall under the supervision of the Ministry of Electricity, Water and Renewable Energy and the Ministry of Interior, represented by the General Directorate of Traffic and the Traffic Engineering Department. Meanwhile, the sale, installation, and maintenance of electric vehicle charging devices and equipment are subject to the supervision of the Ministry of Electricity, Water and Renewable Energy.
The decision also amended two existing commercial activities. The activity “Kitchen for preparing meals and supplying aircraft” was revised to “Ground services for preparing meals and supplying aircraft,” and classified under accommodation, food, and related services, under the supervision of the General Civil Aviation Authority and the Public Authority for Food and Nutrition.
Additionally, the activity “Flight training schools” was amended to “Flight training centers,” classified under educational and pedagogical activities and related services, and placed under the supervision of the General Civil Aviation Authority.
This decision comes as part of efforts to update and classify commercial activities in alignment with the Unified Guide for the Classification of Economic Activities of the Gulf Cooperation Council, keeping pace with emerging economic activities, particularly those related to electric vehicle charging services, while updating the nomenclature and existing activities to accurately reflect the nature of the services provided and the competent regulatory authorities.
