New rules in Paris: Helmets and reflective clothing mandatory for users of electric mobility devices

New safety regulations have come into force in Paris and its inner suburbs, requiring users of personal electric mobility devices to wear helmets and reflective clothing, in a move aimed at reducing serious injuries linked to traffic accidents.

According to the French Press Agency (AFP), the measures cover users of electric bicycles and other motorized mobility devices such as Segways and electric scooters, amid growing use of these devices in the French capital.

The regulations follow a rise in injuries and fatalities among users of these devices. According to data cited by the Paris Police, the number of deaths among unprotected road users, particularly electric bicycle riders, reached 79 in 2025, compared to 45 in the previous year, while approximately 1,100 people suffered serious injuries.

The rules impose a fine of 135 euros for failing to wear a helmet and 35 euros for not using high-visibility or reflective clothing.

Paris had banned rented electric bicycles from its streets since 2023, while privately owned vehicles remain widely used, as other European cities tighten safety regulations related to modern mobility devices.
