Ministry of Labour: Strict confidentiality for “Belagani” reports; no disclosure of whistleblowers’ data to any entity

Zaki Amr: Mohammed Al-Muzaini, Director of the Public Relations and Media Department and Official Spokesperson for the Public Authority for Manpower, stated that the “Balghani” service, available through the “Sahel” app, represents a new digital step to strengthen oversight of the labor market and consolidate a safe working environment, by enabling citizens and residents to report violations of the Labor Law within the Authority’s jurisdiction.

Al-Muzaini said the service reflects the Manpower Authority’s commitment to enhancing community participation and supporting the efforts of government agencies in detecting and addressing violations. He noted that involving members of society in the oversight process contributes to the rapid detection of infractions and curbing negative phenomena that could affect the labor market and Kuwait’s reputation.

In an interview with Kuwait Television, he added that “Balghani” saves time and effort, providing a direct electronic channel for reporting violations, which helps the Authority respond swiftly to reports, identify any breaches of the Labor Law, and take the necessary measures.

For her part, Nadia Al-Hamad, Supervisor of the Public Relations Department, clarified that the Authority recently launched the “Balghani” service via the “Sahel” app, coinciding with the International Day against Human Trafficking. She explained that it allows all members of society, citizens and residents alike, to submit reports on violations falling within the Authority’s purview.

Al-Hamad emphasized that reports are handled with complete confidentiality. Specialized teams within the Authority review each report and verify its accuracy before taking appropriate action. She stressed that the identity and details of the complainant are not disclosed to any party, and called on citizens and residents to report violations without hesitation.

She noted that the handling of reports is supervised and monitored by the Director General of the Public Authority for Manpower, Eng. Rabab Al-Asimi.

For her part, Zainab Maki, Head of the Databases Department, said the Authority has facilitated the reporting process by allowing users to select the type of violation and register the details of the report clearly and accurately. The report is then forwarded to the relevant departments for review and action.

She mentioned that the service currently handles violations related to the recruitment of domestic workers and domestic labor agencies, as well as violations involving casual labor and certain corporate violations. She confirmed that all reports are studied and verified by the Authority’s specialized teams.
