Local Development: Completion of the Detailed Plan for the Cities of Al-Minya and Yousef El-Siddiq

Dr. Manal Awad, Minister of Local Development and Environment, announced the completion of the detailed plans for the cities of Minya in Minya Governorate and Yusuf El-Siddiq in Fayoum Governorate. This development supports the Ministry’s efforts to organize urban growth, provide a clear planning framework for development, and achieve optimal land use in line with citizens’ needs and the development plans of the governorates.
She emphasized that preparing and approving detailed city plans represents one of the main pillars of the Ministry of Local Development and Environment in developing the local urban planning system. These plans contribute to establishing a comprehensive vision for organizing land use, determining the locations of public services, residential and investment areas, and road networks, thereby achieving balanced and sustainable urban development.
The Minister of Local Development and Environment noted that completing the detailed plans for Minya and Yusuf El-Siddiq comes within the framework of the Ministry’s plan to complete the urban planning system for Egyptian cities, aligning with the targets of Egypt Vision 2030. This initiative aims to improve citizens’ quality of life, enhance development and investment opportunities, and achieve organized and sustainable urban development across all governorates.
She added that the importance of detailed plans directly impacts citizens, as they provide a clear framework for organizing construction activities and determining land uses. This helps facilitate licensing procedures and provides citizens with greater clarity regarding construction regulations and permitted uses. Furthermore, these plans contribute to curbing unplanned urban growth, safeguarding citizens’ rights, and improving the level of services provided within cities.
For his part, Dr. Saad Helmy Abdel Khalek, Head of the Integrated Local Development and Planning Sector, clarified that the sector is monitoring the completion of detailed city plans in cooperation with relevant authorities. He noted that finishing the plans for Minya and Yusuf El-Siddiq is part of the Ministry’s efforts to accelerate the completion of detailed plans for Egyptian cities, thereby providing a clear planning and legal reference for implementing projects and development works.
The Head of the Integrated Local Development and Planning Sector explained that the detailed plan for Minya City was prepared under a cooperation protocol signed with the Armed Forces Engineering Authority for preparing and updating detailed city plans. This supports the state’s efforts to achieve sustainable urban development, organize development within the city, and improve the efficiency of infrastructure and services, creating a suitable environment to attract investments and implement projects according to a comprehensive planning vision.
He also pointed out that Yusuf El-Siddiq City in Fayoum Governorate holds special importance due to its distinctive tourism, environmental, and agricultural assets. The detailed plan for the city aims to organize land use, determine road networks, and locate public services, residential, and investment areas, while achieving a balance between preserving natural and environmental resources and supporting economic development opportunities in the governorate.
