Kuwait-China Agreements: A New Phase of Comprehensive Development Cooperation at an Accelerated Pace

Kuwait continues to advance the transformation of its strategic partnership with the People’s Republic of China—launched through seven agreements signed on September 22, 2023—into tangible, executable reality, dedicating a new phase of comprehensive bilateral developmental cooperation to implement vital projects across the country.

The North Kabd Water Reclamation Plant project, for which Kuwait held the signing ceremony for its construction and operation contract last week, represents the second agreement to enter into force among the projects stemming from the memoranda of understanding between the two friendly nations.

These developments follow a developmental trajectory that is already yielding visible results across multiple strategic sectors covered by the memoranda of understanding signed by His Highness the Crown Prince Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah during his visit to China in September 2023, alongside Chinese President Xi Jinping. These sectors include energy, housing, environment, free zones, as well as the strategic Port of Mishref project.

The North Kabd Water Reclamation Plant project constitutes the latest operational step within a series of rapid initiatives aimed at enhancing infrastructure quality, promoting environmental sustainability, and improving the efficiency of the wastewater treatment system, thereby keeping pace with the country’s urban growth and supporting the achievement of sustainable development goals and Kuwait’s future vision.

Within this accelerating developmental path, the governments of Kuwait and China signed in March last year the Framework Agreement for Technical Arrangements, which encompasses all technical details of joint cooperation in the field of renewable energy, in line with the high directives of the country’s senior political leadership to accelerate the implementation of major developmental projects with Beijing.

The signing ceremony took place at the headquarters of the National Government Energy Administration in Beijing, capping intensive negotiations that lasted approximately six months to establish a practical roadmap accelerating renewable energy projects in Zones Three and Four of Shagaya, as well as the Abdali project.

Kuwait and China have aligned their wills to strongly push for the swift implementation of these agreements, reflecting both countries’ firm resolve to elevate bilateral cooperation and intensify meetings aimed at overcoming obstacles and accelerating execution.

Bilateral meetings between the two sides reflect a shared consensus on expanding the horizons of bilateral relations in the coming phase, particularly regarding support for Kuwait’s economic development strategy and providing a suitable climate to attract direct investments.

The signing of the Engineering, Procurement, and Construction contract to complete the Port of Mishref project last December marked a prominent step in Kuwait’s developmental path, serving as the inaugural fruit of constructive cooperation and the practical translation of the agreements and memoranda of understanding signed between the governments of Kuwait and China.

The project constitutes an economic edifice and a service and logistics hub that contributes to developing maritime transport infrastructure, enhancing the operational capacity and absorption capability of the national port network, and improving operational efficiency according to the latest international standards, in addition to linking the port to regional and international maritime trade and transport networks.

The two parties took the first steps toward implementing the Port of Mishref project through cooperation with China Communications Construction Company Limited, a state-owned enterprise under China’s Ministry of Transport, based on a Kuwaiti Cabinet decision in January 2025 approving and accepting the nomination submitted by the Chinese government to conclude a direct contract with the Chinese company to execute, manage, and operate the project in all its phases.

The Cabinet paved the way for the nomination of the Chinese company by approving a draft law decree concerning the memorandum of understanding between the governments of Kuwait and China related to the port and its attached protocol, in December 2024.

The draft law entered into force upon its publication in the Official Gazette (Kuwait Al-Yawm) in January 2025, specifying the contents of the agreed cooperation between the two parties, the implementing entities for the memorandum from both sides, and providing for the establishment of a joint working group, the organization of reciprocal visits, and the exchange of recommendations related to the project.

In mid-February last year, Minister of Public Works Dr. Noura Al-Mashaan signed the contract for study, design, and pre-execution services to complete the Port of Mishref project, with direct implementation of the contract work commencing on March 16, 2025.

The Cabinet had formed in February 2024 a committee to monitor the agreements and memoranda of understanding concluded with China, holding dozens of meetings aimed at transitioning signed agreements into actual implementation.

The committee’s efforts since its formation have contributed to accelerating coordination and consultation with the Chinese side, intensifying technical visits, overcoming obstacles to projects, setting plans and priorities, and supporting relevant ministries and government agencies in implementing the memoranda of understanding.

A series of consecutive meetings of the ministerial committee for monitoring major developmental projects in the country have also focused on the importance of continuing appropriate evaluation and legal and technical reviews of all projects.

The committee is concerned with monitoring all details of reports and updates from relevant government agencies regarding the implementation procedures of developmental projects, in addition to stimulating joint economic and investment cooperation with several governments.

His Highness Sheikh Ahmad Al-Abdullah, Prime Minister, has directed members of the ministerial committee on multiple occasions to follow up on strategic priorities in implementing developmental projects, thereby supporting the country’s efforts to strengthen relations with various nations around the world.

The Prime Minister also emphasized the importance of continuing joint efforts to overcome all obstacles according to clear strategies, methods, and approaches for implementing previously agreed plans.

The Kuwaiti government has affirmed on multiple occasions its commitment to elevating ambitious strategic partnerships between Kuwait and sister and friendly countries through broad cooperation in many developmental fields, including expanding the base of current and future major projects.

It is worth noting that the official negotiations held in the Chinese city of Hangzhou on September 22, 2023, between His Highness the Crown Prince Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, then Crown Prince, and Chinese President Xi Jinping, culminated in the signing of seven main memoranda of understanding to enhance the strategic partnership, to be implemented by major companies between the two countries, covering the fields of: housing cities, Port of Mishref, renewable energy, wastewater infrastructure, free zones, economy, and environment.
