Enhancing Teacher Efficiency

During its weekly meeting yesterday, chaired by His Highness Sheikh Ahmad Abdullah Al-Sabah, Prime Minister, the Cabinet reaffirmed, on the occasion of the 36th anniversary of the brutal Iraqi invasion of Kuwait, which fell on last Sunday, that Kuwait recalls with profound pain and bitterness the treacherous crime committed by the Iraqi regime on the dawn of August 2, 1990. This event remains a testament to national unity and constitutes a pivotal chapter in which generations recall the great sacrifices made by Kuwaitis in defense of their country and its sovereignty.

On another note, the Cabinet expressed its strongest condemnation and rejection of the ongoing, heinous Iranian aggression against the country, which targeted several critical facilities on Friday and Saturday last using hostile drones. This constitutes a blatant violation of Kuwait’s sovereignty and a direct threat to its security and stability.

The Cabinet also reviewed a visual presentation delivered by Minister of Education Eng. Syed Jalal Al-Tabtabaei, attended by senior officials and executives of the Ministry of Education, regarding the ministry’s preparations for the commencement of the new academic year 2026/2027. The review covered measures taken to ensure the readiness of the educational system and the preparation of schools to welcome students.

The Cabinet emphasized its commitment to developing the educational system and its focus on ensuring the quality of education in Kuwait through curriculum updates, enhancing teacher effectiveness, and expanding digital transformation in the educational process to keep pace with global changes and meet labor market needs.

The Council also reviewed the minutes of the meeting of the Ministerial Committee for Public Services, which included several items, the most prominent being:

First, the periodic report submitted by the Public Authority for Housing Welfare regarding the implementation status of government entities’ efforts to provide services related to housing projects for the periods June–December 2025 and January–June 2026, highlighting challenges facing the execution of these projects. The Cabinet decided to instruct the Public Authority for Housing Welfare to:

A. Continue its efforts and follow up on providing services related to housing projects, remove all obstacles that may arise, and submit results and recommendations to the Cabinet.

B. Refrain from issuing “To Whom It May Concern” certificates to the Kuwait Municipality and the Kuwait Credit Bank, as a prerequisite for issuing building permits, until the infrastructure and services of residential areas are fully completed.

Second, the Governmental Environmental Sustainability Reporting System initiative. The Council decided to instruct State Minister for Development and Sustainability Dr. Reem Al-Faleh, in coordination with relevant government entities, to follow up on efforts related to the governmental environmental sustainability action plan to ensure compliance with all of Kuwait’s international climate and environmental commitments.

Cabinet: Developing the educational system and ensuring the quality of education.

The Cabinet held its meeting yesterday, presided over by His Highness Sheikh Ahmad Abdullah Al-Salim Al-Sabah, Prime Minister. Following the meeting, Deputy Prime Minister and Minister of State for Cabinet Affairs, Shuraid Al-Muwashari, issued the following statement:

On the occasion of the 36th anniversary of the brutal Iraqi invasion of Kuwait, which coincided with last Sunday, Kuwait recalls with profound pain and bitterness the treacherous crime committed by the Iraqi regime on the dawn of August 2, 1990. This event remains a testament to national unity and constitutes a pivotal chapter that evokes the great sacrifices made by Kuwaiti sons in defense of their country and its sovereignty. This anniversary embodies the spirit of cohesion and loyalty, highlighting the values of belonging to Kuwait and the people’s unity around their legitimate leadership.

The Cabinet expresses its highest appreciation and reverence for the prominent role played by the late Amir Sheikh Jaber Al-Ahmad Al-Jaber Al-Sabah, the late Father Amir Sheikh Saad Al-Abdullah Al-Salim Al-Sabah, the late Amir Sheikh Sabah Al-Ahmad Al-Jaber Al-Sabah, and the late Amir Sheikh Nawaf Al-Ahmad Al-Jaber Al-Sabah, may God have mercy on them, in the efforts to liberate Kuwait from the clutches of occupation.

The Cabinet proudly recalls the steadfastness and heroic sacrifices of the Kuwaiti people in confronting the treacherous Iraqi aggression, which stands as a model of national unity and a decisive milestone reflecting the cohesion of Kuwaitis both domestically and abroad, standing as one solid front behind their legitimate leadership. This enduring national and humanitarian tableau was characterized by bravery, patience, and faith.

The Cabinet deeply honors and reveres the sacrifices of the righteous martyrs and loyal resistance heroes who defended the nation with their pure blood, inscribing in the pages of history an epic of a people who know no defeat in their defense of the State of Kuwait during the brutal Iraqi occupation. Kuwaitis demonstrated during this critical juncture in the nation’s history that unity of ranks and deep faith in the justice of their cause were Kuwait’s impregnable shield and the secret to its rise from adversity to glory. He prays to Almighty God to envelop the righteous martyrs in His boundless mercy and grant them paradise.

While renewing its profound gratitude and appreciation to all friendly and sister countries that contributed to the liberation of the State of Kuwait and the restoration of rights to their rightful owners, the Cabinet invokes Almighty God to perpetuate the blessings of security and stability in our beloved nation under the wise leadership of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Sabah.

On another note, the Cabinet expressed its strongest condemnation and denunciation of the ongoing wicked Iranian aggression against the country. This aggression targeted several vital facilities, including a government installation in the north of the country, as well as civilian vehicles belonging to a civilian company on Bubiyan Island, last Friday and Saturday. These attacks were carried out using hostile drones, in a blatant violation of Kuwait’s sovereignty, a direct threat to its security and stability, and a serious breach of the rules of international law, the UN Charter, principles of good neighborliness, and Security Council Resolution 2817.

The Cabinet emphasized that the continuation of these brazen attacks constitutes a dangerous escalation and reflects an aggressive stance that cannot be justified or accepted, as it undermines security and stability in the region and exacerbates tensions. It reaffirmed Kuwait’s inherent and legitimate right to take all necessary measures to safeguard its sovereignty, protect its security, interests, resources, and the safety of its citizens and residents on its territory.

On another note, the Council of Ministers expressed its strong condemnation and rejection of the attacks by Iran-backed militias in Iraq against the friendly Kingdom of Saudi Arabia, reflecting those militias’ determination to continue escalating tensions and destabilize the security and stability of the region. The latest such incident was the blatant aggression involving the launch of drones last week in an unsuccessful attempt to target petroleum facilities in the Eastern Province, which constitutes a flagrant violation of the Kingdom’s sovereignty and a threat to its security and territorial integrity. This occurred at a time when the Kingdom is making sincere efforts to contribute to de-escalation in the region.

The Council of Ministers reaffirmed Kuwait’s absolute solidarity with the friendly Kingdom of Saudi Arabia, standing by its side and supporting all measures it takes to protect its security, sovereignty, interests, and assets, including its inherent right to self-defense guaranteed under international law pursuant to Article 51 of the UN Charter. It emphasized that the security of the Kingdom of Saudi Arabia is an integral part of the security of Kuwait and the Gulf Cooperation Council (GCC) countries.

The Council of Ministers also reiterated its strong condemnation and rejection of the renewed Iranian aggression against the friendly Hashemite Kingdom of Jordan, which targeted the Kingdom with several missiles last week. It considered this aggression a blatant violation of the sovereignty and territorial integrity of the Hashemite Kingdom of Jordan and a threat to the security and stability of the region. It reaffirmed Kuwait’s full solidarity with the Hashemite Kingdom of Jordan, standing by its side and supporting all measures it takes to safeguard its security and sovereignty, stressing the need to put an end to such attacks and respect the rules of international law and principles of good neighborliness.

Furthermore, the Council of Ministers expressed its strong condemnation and rejection of the attack on the friendly Arab Republic of Egypt, which involved a drone strike that caused fires aboard two ships at the Port of Damietta last week. It reaffirmed Kuwait’s full solidarity with the Arab Republic of Egypt, standing by its side and supporting all measures it takes to safeguard its sovereignty, protect its security, and defend its interests.

On another note, the Council of Ministers heard a briefing from Minister of Defense Sheikh Abdullah Al-Ali on the latest developments in the region and current military developments in light of the reprehensible Iranian attacks against Kuwait in recent days. He emphasized the readiness of the Armed Forces and their continued performance of duties with efficiency and competence, along with the implementation of all necessary measures and precautions to safeguard Kuwait’s sovereignty and territory, preserve its security and stability, and protect citizens and residents.

On another note, the Council of Ministers heard a briefing from Minister of Foreign Affairs Sheikh Jara Al-Jaber on the political and diplomatic efforts undertaken by the Ministry of Foreign Affairs and its diplomatic missions abroad to keep pace with the latest developments in regional and international arenas.

Preparations for the Academic Year

On another note, the Council of Ministers reviewed a visual presentation delivered by Minister of Education Sayed Jalal Sayed Al-Tabatabai, in the presence of senior officials and administrators from the Ministry of Education, regarding the Ministry’s preparations for the launch of the new academic year 2026-2027. The presentation outlined measures taken to ensure the readiness of the educational system and the preparation of schools to receive students. It highlighted key preparation areas at educational, administrative, technical, engineering, and technological levels, as well as updates on curriculum and educational regulations development, completion of school facilities, and provision of various needs and requirements. Additionally, it discussed the use of technology to manage and monitor the preparation plan through a dedicated electronic platform for overseeing and tracking operational plans for the new academic year. This platform facilitates monitoring of work progress and completion rates, enhances oversight of implementation, identifies and addresses challenges promptly, supports swift decision-making, and ensures completion of tasks according to specified timelines. The Council of Ministers emphasized that the Ministry of Education continues to monitor all preparation aspects continuously, stressing that school readiness, stability of the educational process, and providing a suitable environment for learners and educational staff represent a top priority to ensure an organized and stable launch of the new academic year 2026-2027.

For his part, the Council of Ministers affirmed its commitment to developing the educational system and its interest in ensuring the quality of education in Kuwait through curriculum updates, enhancing teacher efficiency, and expanding digital transformation in the educational process to keep pace with global changes and meet labor market needs. It stressed the importance of instilling values of innovation and scientific research to contribute to preparing generations capable of competing and making active contributions to national development. First: The periodic report submitted by the Public Authority for Housing Affairs regarding the implementation status of works carried out by relevant government entities to provide services for housing projects for the periods from June to December 2025 and January to June 2026, concerning challenges facing the implementation of these projects. The Council of Ministers decided to instruct the Public Authority for Housing Affairs to:

A. Continue its efforts and follow up on providing services related to housing projects, remove any obstacles that may arise, and submit results and recommendations to the Council of Ministers, including a summary of the implementation status, the role of each entity, and the extent of its compliance, in the next semi-annual report.

B. Not issue “To Whom It May Concern” certificates to the Municipality and the Kuwait Credit Bank, as a prerequisite for issuing building permits, until the infrastructure and services of residential areas are fully completed.

Second: The Government Environmental Sustainability Reporting System initiative, which aims to establish a unified government framework requiring entities to prepare annual reports measuring their environmental performance and reinforcing governance and transparency in line with Kuwait’s international environmental commitments. The Council of Ministers decided to instruct Minister of State for Development and Sustainability Dr. Reem Al-Fazee (Supervisor of the Public Authority for Environmental Affairs), in coordination with relevant government entities, to follow up on efforts related to the Government Environmental Sustainability System action plan to ensure fulfillment of all Kuwait’s international climate and environmental commitments, and to submit an annual report to the Council of Ministers detailing the implementation status of the plan, the role of each entity, the extent of its compliance, and relevant recommendations.

The Council of Ministers reviewed a number of topics on the agenda, reports, and minutes of ministerial committees, and decided to approve them. It also decided to refer some of them to the relevant ministerial committees for study and submission of appropriate recommendations to complete the necessary procedures for their implementation.

Intensive Efforts by the Ministry of Foreign Affairs

The Minister of Foreign Affairs informed the Council of Ministers of the results of his official visit to the Pakistani capital, Islamabad, last Wednesday, and the substance of his meetings with the Prime Minister of the friendly Islamic Republic of Pakistan, Shehbaz Sharif, attended by Deputy Prime Minister and Foreign Minister of Pakistan, Ishaq Dar, and Pakistani ministers of defense, commerce, national food security, research, communications, maritime affairs, and petroleum, along with several senior Pakistani officials. During the meetings, he conveyed greetings from His Highness the Amir Sheikh Meshal Al-Ahmad, His Highness the Crown Prince Sheikh Sabah Al-Khaled, and His Highness Sheikh Ahmad Al-Abdullah, Prime Minister, to the President of the Islamic Republic of Pakistan, Asif Ali Zardari, and to the Prime Minister of the Islamic Republic of Pakistan, Shehbaz Sharif, along with their best wishes for the continued progress and prosperity of the friendly government and people of Pakistan. The meetings reviewed the deep-rooted historical relations between the two friendly countries and peoples, and discussed ways to enhance and strengthen cooperation prospects in various fields to achieve the common interests of both countries. The latest regional developments and efforts aimed at enhancing security and stability in the region were also discussed.

Sheikh Jara Al-Jaber expressed Kuwait’s appreciation for the active diplomatic role played by the Islamic Republic of Pakistan in supporting the security and stability of the region.

The Council of Ministers was also briefed on the substance of the two meetings held with Muhammad Ishaq Dar, Deputy Prime Minister and Minister of Foreign Affairs of the Islamic Republic of Pakistan, and with Field Marshal Asim Munir, Chief of Army Staff and Commander of the Armed Forces of the friendly Islamic Republic of Pakistan. During these meetings, the longstanding historical ties between the two countries and their friendly peoples were reviewed, and the importance of continuing to strengthen cooperation frameworks, as well as intensifying coordination and consultation across various fields, was emphasized. Additionally, the latest regional developments and efforts aimed at de-escalation and enhancing security and stability in the region were discussed.
