The Ministry of Foreign Affairs and the Ministry of Planning and Economic Development launch a bill payment service for Egyptians abroad via "Sahl"

In line with the state’s commitment to providing comprehensive support and care for Egyptians working abroad, facilitating their administrative procedures, and strengthening their ties to the homeland, Dr. Badr Abdelatty, Minister of Foreign Affairs, International Cooperation, and Egyptians Abroad, and Dr. Ahmed Rustom, Minister of Planning and Economic Development, witnessed the signing of a cooperation protocol between the Ministry of Foreign Affairs and Delta Egypt for Payments (“Sahl”), a company in which the National Investment Bank holds a stake.

The protocol aims to establish and implement an executive framework that enables the provision of bill payment and financial obligations services, utility bills, and various other services for Egyptians abroad through the “Sahl” electronic application and the company’s digital platform, ensuring the highest levels of efficiency and security.

The signing took place as part of a package of cooperation protocols concluded during the events of the 7th edition of the Egyptians Abroad Conference, organized by the Ministry of Foreign Affairs, International Cooperation, and Egyptians Abroad under the slogan “No Matter How Far We Wander… Egypt Brings Us Closer,” held from August 2 to 3, 2026. The event was attended by several ministers, officials, committee chairs, members of the House of Representatives and the Shura Council, and representatives of national institutions.

The cooperation protocol was signed by Ambassador Nabil Habashi, Deputy Minister of Foreign Affairs, International Cooperation, and Egyptians Abroad, and Major General Hazem Saafan, Chairman of the Board of Directors of Delta Egypt for Payments (“Sahl”).

Dr. Ahmed Rustom, Minister of Planning and Economic Development, emphasized that digital transformation has become one of the fundamental pillars relied upon by the Egyptian state to develop government services and improve citizens’ quality of life. He affirmed the government’s commitment to leveraging modern technology to deliver more efficient and accessible services, ensuring they reach citizens both within Egypt and abroad, in accordance with the political leadership’s directives to build a modern administrative apparatus based on digitalization and a shift toward smart services.

He clarified that the cooperation protocol falls within the framework of integrating the efforts of state institutions and national companies specialized in financial technology to develop the service system provided to Egyptians abroad. This initiative aims to facilitate their daily transactions and empower them to securely and rapidly settle various financial obligations, utility bills, and services electronically from anywhere in the world.

He noted that Egyptians abroad represent a key partner in the national development journey, affirming the state’s commitment to providing advanced digital services that meet their needs and enhance their continuous connection with their homeland. He pointed out that this cooperation reflects the state’s orientation toward delivering integrated and easily accessible government services, aligning with the targets of “Egypt Vision 2030,” keeping pace with rapid developments in digital transformation, and supporting state efforts to strengthen financial inclusion.

The Minister of Planning and Economic Development concluded by reiterating the Ministry’s commitment to continuous coordination and integration with various national entities, and leveraging the comparative advantages of entities under the Ministry’s supervision to support the comprehensive economic development process.
