Seven new power stations for affordable housing.. 'Al-Sakaniya' tightens competition conditions

Kuwait officials The Public Authority for Housing Welfare has continued completing the infrastructure for the Affordable Housing Project, having issued a tender for the supply, installation, implementation, and maintenance of seven main 11/132 kV substations, as part of works related to providing power supply to the project, while adopting strict technical and administrative requirements to ensure execution in accordance with the highest standards.

The Authority set today, Sunday the 2nd, as the date for issuing the tender, with the deadline for submitting bids closing on September 6 next, while the current 20th marks the final date for receiving inquiries from companies wishing to compete.

In a move aimed at enhancing execution quality and adherence to contractual deadlines, the Authority decided not to allow companies subject to active sanctions in state tenders or projects to participate. It also barred companies that have ongoing contracts with the Authority and have exceeded a delay rate of 50% of the total contract duration for any part of the project from applying for any new tender, until the status of those contracts is resolved.

Al-Anbaa learned that the Authority required advancing companies to demonstrate practical experience in executing similar projects as a main contractor over the past fifteen years, submitting all supporting documents and evidence within the qualification file attached to the bid.

The technical qualification criteria included the requirement to have executed main 132 kV or higher voltage substations, either within Kuwait under the supervision of the Ministry of Electricity, Water and Renewable Energy, or in Gulf Cooperation Council countries, or abroad, in accordance with approved technical regulations, thereby targeting companies with specialized expertise in executing main substation projects.

Furthermore, the Authority required that advancing companies be accredited by the Ministry of Electricity, Water and Renewable Energy, and that the company’s capital be no less than one million dinars or its equivalent, ensuring the availability of the necessary financial solvency and technical capabilities to execute the project efficiently.
