Europe begins today mandatory labeling of AI content... fines up to 15 million euros

The European Union begins today the implementation of new rules requiring companies to place clear visual and digital watermarks on realistic content produced or modified using artificial intelligence, as part of the first comprehensive global regulatory framework for these technologies, known as the “AI Act.” This step aims to curb digital misinformation, enhance transparency, and protect democracy and consumers, while imposing strict fines on violators of up to 15 million euros or 3% of the company’s global annual turnover. Under the new legislation, users must be promptly informed when interacting with chatbots or encountering media that appear real and are artificially generated, and disclosures must be made for texts concerning matters of public interest that have not undergone human review. These rules do not apply to artistic works, satire, fictional content, or user-generated material for personal purposes. The regulations give companies a four-month grace period to comply, with more than 180 organizations having joined the code of practice, and the Commission providing standardized codes that companies can use to label content. This comes amid concerns from some technology firms that the scope of content required to be labeled is excessively broad, despite their support for the idea of revealing fake content.
