Darine Al-Ali: The Undersecretary of the Ministry of Electricity, Water and Renewable Energy, Dr. Adel Al-Zamil, issued a decision mandating the adoption of the Civil Service Diwan’s smartphone application as the sole electronic platform for submitting and approving ministry employees’ transactions, effective August 1, 2026, and canceling the use of any internal applications that conflict with this decision.

The decision stipulates the mechanism for submitting requests through the application, specifying timeframes for each type of transaction. It requires that requests for prior permission and medical review authorization be submitted no more than seven days before their due date, while official permission and various exemptions must be submitted no more than three days in advance. Periodic leave may be submitted in advance, and emergency leave can be submitted within a period not exceeding seven days from its date, without requiring prior submission.

The decision clarified that if procedures require entering the transaction into integrated systems, it must be submitted in advance or on the same day as the excuse date.

Regarding the approval of requests, the decision specified that approval must be granted by the competent authority according to the hierarchical job ladder, with a ruling on the request to be made within a period not exceeding three days. Requests submitted after the specified deadlines will be rejected.

However, the supervising manager is authorized, if the interests of the work so require, to accept requests after the stipulated period has expired, based on justifications provided by the employee, provided they are reviewed within three days, and that the transaction duration does not exceed two weeks from the date of the excuse.

The decision also organized the mechanism for delegation and assignment for supervisory positions. It authorized department managers and those at their level and above to delegate authority to individuals they deem appropriate for approving transactions. In the event of a vacancy in a supervisory position, the Administrative Affairs Department is responsible for temporarily assigning an employee to fill the role and exercise the prescribed authorities in accordance with prevailing regulations.

Regarding deductions, the decision assigned the Employee Affairs Department the responsibility of approving salary deductions on the sixth day of the month following the month in which the delay occurred. The Accounts Department will then execute the deduction automatically after approval, while holding the employee responsible for ensuring the accuracy and completeness of the request data and attached documents.

The decision emphasized the direct supervisor’s responsibility for monitoring employee attendance, recording unauthorized absences on a weekly basis, and verifying the validity of submitted documents, with absenteeism penalties applied in accordance with approved procedures.

The decision stressed that anyone found to have violated its provisions will face disciplinary action. It will take effect from August 1, 2026, and all previous decisions conflicting with it are hereby canceled.
