The Authority for Regulating the Status of Illegal Residents Opens the Electronic Platform for Those Deprived of Their Nationality Under Article 5

The Central Agency for Addressing the Status of Illegal Residents announced the opening of the electronic platform https://es.carirs.gov.kw for individuals whose citizenship was revoked under Article 5, covering the following categories: * Persons with meritorious service. * Children of Kuwaiti women. * Holders of the 1965 census records.
This is to complete the prescribed procedures for obtaining an official “To Whom It May Concern” certificate for cases that have not previously applied, via the electronic platform. The agency stated that the required documents and attachments are a copy of the civil ID card, and if the concerned person is deceased, a copy of the death certificate must be attached.
It emphasized that applications are accepted exclusively in the name of the individual whose citizenship revocation decree was issued, and there is no need to submit separate applications for each dependent. If the person whose name appears on the decree is deceased, their relatives should submit the application via the electronic platform in the name and with the details of the deceased person directly. The agency noted that, as the agency’s website is not linked to the “Sahel” app, applicants should download the certificate immediately upon its issuance from the website, and then manually upload it to the “Sahel” app to complete the remaining procedures.
