Municipality: Designating a site for an expert management laboratories building in the Al-Ruqa'i area

The Municipal Council, in its last session chaired by Khaled Al-Mutairi, prior to the summer recess beginning on August 2 and lasting until September 10, approved the Ministry of Justice’s request to allocate a site for the construction of an electromechanical laboratories building for the General Administration of Experts in the Al-Raqai area, plot 16, with an area of 2,400 square meters, subject to the following conditions:

- Submission of a traffic study prior to implementation.

- Provision of sufficient parking spaces within the site boundaries, in accordance with the standards adopted by the Municipality, for the parking spaces required to serve government sites within its jurisdiction.

- Adherence to the conditions outlined in the responses of the members of the Sub-Committee for Utilities and Public Services, and coordination with them prior to implementation.

- Authorization of the relevant departments to shift and adjust the site’s dimensions and area by no more than the allocated areas, in case of conflict with any existing infrastructure services or any regulatory requirements.

The Council also ratified the objection raised by the Minister of State for Municipal Affairs and Minister of State for Housing, Abdul Latif Al-Mutairi, regarding one of the decisions included in the minutes of the Municipal Council meeting held on June 29, 2026, which involved a request by the concerned parties to purchase a portion of land to be added to one of the plots in the Al-Sharq area.

The Council approved a request to assign plot numbering in the Fintas area of Ahmadi Governorate, resulting in five plots. It also approved plot numbering in the Hawalli area, resulting in 12 plots. Furthermore, it ratified the Ministry of Electricity, Water and Renewable Energy’s request to allocate a site for a secondary transformation station in the Sulwa area, plot number 2, with an area of 84.0 square meters, subject to the following conditions:

- Adherence to the conditions outlined in the responses of the members of the Sub-Committee for Utilities and Public Services, and coordination with them prior to implementation.

- Authorization of the relevant departments to shift and adjust the station’s dimensions and area by no more than the allocated areas for the station, in case of conflict with any existing infrastructure services or any regulatory requirements.

The Council approved the Ministry of Islamic Affairs’ request to allocate a site for a mosque and parking spaces in the South Al-Sabahia area. It also ratified the Ministry’s request to allocate a residential site for the Imam and the Muazzin in the Jahra area, plot 93, with an area of 300 square meters, subject to the following conditions:

- Adherence to the conditions outlined in the responses of the members of the Sub-Committee for Utilities and Public Services, and coordination with them prior to implementation.

- Authorization of the relevant departments to shift and adjust the site’s dimensions and area by no more than the allocated areas, in case of conflict with any existing infrastructure services or any regulatory requirements.

The Council deferred a letter regarding the Municipal Council’s decision concerning the allocation of the Ministries Complex building in the Jahra Governorate. The letter from the Municipality’s Director General, Eng. Manal Al-Asfour, clarified that Item 4 of the Municipal Council’s decision dated October 2, 2006, stipulates that: “The Ministry of Public Works shall execute the project using its available technical and human expertise, enabling it to complete the project in accordance with the latest modern architectural and planning systems and global standards.” Therefore, the Ministry of Public Works is the competent authority for executing the project.

The Municipality approved plot numbering in the Jleeb Al-Shuyoukh area, resulting in five plots, with the relevant municipal departments taking the necessary measures to amend the regulatory and spatial plans, and renumbering the plots’ parcels and linking them to their original information according to the previous plot and parcel numbers. Additionally, plot numbering in the Al-Raqai area was approved, resulting in two plots, with the relevant municipal departments taking the necessary measures to amend the regulatory and spatial plans, and renumbering the plots’ parcels and linking them to their original information according to the previous plot and parcel numbers.

The Council rejected a proposal submitted via the communication platform regarding the construction of a tunnel to connect the West Abdullah Al-Mubarak area with the Abdullah Al-Mubarak area.
