Introduction of the “Qibala” Title Among Allied Health Professions

Minister of Health Dr. Ahmed Al-Awadi issued a ministerial decision establishing the title “midwife” among the auxiliary professions to the medical profession, in a move aimed at keeping pace with the development of maternal and child health services and enhancing the quality of healthcare in the State of Kuwait. The decision is based on the provisions of Law No. (70) of 2020 concerning the practice of the medical profession and its auxiliary professions, patients’ rights, and health facilities, which authorized in Article 3 the Minister of Health to add auxiliary professions to the medical profession in line with the evolution of health services and the needs of the health system. The establishment of this title underscores the pivotal role played by the midwifery profession in ensuring safe childbirth and a positive experience for mothers and families, supporting qualified personnel, and promoting evidence-based professional practices, thereby contributing to the safety of mothers and newborns and the quality of healthcare. The decision also aligns with the expansion of women’s, maternity, and child health services, coinciding with the opening and operation of modern health projects, foremost among them the new maternity hospital in the Sabah Al-Salem Specialized Medical Area, alongside the expansion of maternal and child health services at Adan, Farwaniya, and Jahra hospitals, in accordance with best practices.
