Al-Anazi inquires about cleanliness and services in Al-Isbatilat

Member of the Municipal Council Abdullah Al-Anzi raised questions regarding the level of services in the Al-Isbatilat areas. Al-Anzi stated: “Based on the provisions of Law No. 33 of 2016 concerning municipalities, and the authorities it entrusts with regard to maintaining public cleanliness and municipal supervision, as well as the provisions of Law No. 42 of 2014 concerning environmental protection and its amendments, and following the field visit I conducted to the Al-Jahra stables, it became evident that there is a deficiency in the level of public cleanliness, accumulation of waste in certain locations, and deterioration of the condition of internal roads. According to the concluded cleanliness contracts, the Municipality is not responsible for cleaning operations inside the walls of the stables at their various sites. This necessitates examining the reasons for these observations, determining the responsibility of the competent authorities, and working to address them in a manner that serves the public interest.

He added: “Since these observations may not be limited to the Al-Jahra stables, I am submitting the following questions regarding the stables areas in general, hoping that the Executive Body of the Kuwait Municipality will answer them and coordinate with the Public Authority for Youth and Sports, as it is the authority responsible for the stables in matters falling within its jurisdiction:

* What is the scope of the Kuwait Municipality’s authority, according to Law No. 33 of 2016, regarding public cleanliness and environmental supervision in the stables areas?

* What measures does the Municipality take when it detects waste accumulation or practices that affect public cleanliness or the environment in the stables areas?

* What is the coordination mechanism between the Municipality and the Public Authority for Youth and Sports regarding monitoring the level of public cleanliness, preserving the environment, and addressing observations noted in the stables areas?

* Is there a comprehensive plan to address cleanliness conditions and maintain infrastructure in the stables areas, including internal roads?

* What proposals or measures does the Municipality deem necessary to take, in coordination with the Public Authority for Youth and Sports and relevant authorities, to address deficiencies and improve the level of services in all stables areas?

He continued: “The submission of these questions stems from the Municipal Council’s commitment to exercising its supervisory role, identifying the root cause of the problem, and determining the responsibility of each entity according to its legal jurisdiction, thereby contributing to finding practical and sustainable solutions and improving the level of services in all stables areas.”
