The Central Bank of Kuwait Warns Against Dealing with Unlicensed Financial Entities

As part of its ongoing participation in the “Let’s Be Aware” financial awareness campaign, Kuwait Finance House continues its efforts to enhance financial and banking literacy among all members of society, highlighting the risks associated with dealing with unlicensed financial entities, thereby contributing to the protection of customers and the integrity and stability of the financial system.

In this context, Abdulaziz Ali, Head of Anti-Money Laundering and Combating the Financing of Terrorism, emphasized the importance of dealing only with licensed financial institutions and entities subject to the oversight of competent regulatory authorities, primarily the Central Bank of Kuwait. He noted that the rapid development and diversification of financial services and delivery channels require customers to verify the legal status of any service provider before engaging in any financial transaction.

He clarified that some unlicensed entities may offer various financial services, such as money transfers, financing, installment plans, or debt repayment, outside the approved legal and regulatory frameworks. This exposes individuals dealing with them to financial and legal risks, in addition to the absence of the safeguards and rights provided by regulated and supervised entities.

He added that the risks of dealing with unlicensed entities extend beyond the potential loss of funds or exposure to financial fraud. These entities may also be exploited to transfer or conceal proceeds from illegal sources, or to facilitate activities related to money laundering, terrorist financing, and other financial crimes. Such activities can negatively impact individuals, society, and the economy at large.

Abdulaziz Ali pointed out that licensed financial institutions are committed to applying regulatory systems and instructions, as well as governance, transparency, and risk management standards. This contributes to protecting customer rights and enhancing confidence in the financial sector, while also supporting national efforts to combat money laundering and terrorist financing and preserve the integrity of the financial system.

Kuwait Finance House consistently urges its customers to ensure that any entity they deal with is licensed and subject to the oversight of competent authorities before availing themselves of any financial service. The bank stresses the importance of reporting any suspicious financial activities or practices, given their significant role in protecting society and curbing financial crimes.
