Kuwait officials: The latest issues of Treasury bills and the turnover of public debt issued by the Central Bank of Kuwait on behalf of the Ministry of Finance reveal sustained strong demand for government debt instruments. This reflects the confidence of financial institutions and investors in the state’s financial solvency and the quality of its investment instruments, as well as the efficiency of local public debt management and the distribution of its maturity profiles, which support financial stability and provide flexibility in managing future obligations.

The bank announced a new issuance with a total value of 150 million Kuwaiti dinars, with a three-year maturity maturing in July 2029, through a unified competitive auction at a yield of 2.5%.

The issuance witnessed notable demand, with total applications reaching approximately 541.7 million dinars, equivalent to 3.6 times the value of the issuance. This underscores the continued attractiveness of local government debt instruments and their ability to attract available liquidity from the banking sector and investment institutions.

Following the new issuance, the total outstanding balance of local public debt rose to approximately 3.45 billion dinars, distributed across 25 tranches of issues with maturities ranging from two to ten years. This reflects a diversified maturity structure spread across different time periods, limiting the concentration of obligations in a single period and granting the state greater flexibility in managing its financing needs.

The maturity schedule shows that the first local public debt maturities will occur in 2027, with a total value of approximately 500 million dinars distributed across four tranches. The first tranche, valued at 50 million dinars, matures on June 9, 2027, and was issued in 2017 for a ten-year term.

A second tranche worth 100 million dinars matures on June 30, 2027; it was issued on July 2, 2025, for a two-year term. This is followed by a third tranche worth 150 million dinars maturing on July 28, 2027, which was issued on July 30, 2025, for a two-year term. The fourth tranche, valued at 200 million dinars, matures in mid-December 2027; it was issued on December 17, 2025, for a two-year term.

The continued success of government issuances in achieving high coverage rates reflects the strong confidence in Kuwaiti debt instruments in the local market. It also confirms the resilience of the banking sector, the abundance of liquidity levels, and its capacity to finance the state’s needs efficiently.

Distributing maturity periods over terms ranging from two to ten years contributes to enhancing the sustainability of public debt management and mitigating refinancing risks. This aligns with best practices in portfolio management, strengthens public financial flexibility in the face of economic changes, and maintains the state’s ability to meet its obligations on time without significant pressure.
