Deputy Minister of Justice: Full Kuwaitization of judicial support positions by end of 2026

Deputy Minister of Justice Awatif Al-Sand announced yesterday that the Kuwaitization of all support positions within the judiciary will be fully completed before the end of 2026, as part of measures taken to strengthen reliance on national expertise within the justice sector and consolidate the sustainability of work in the ministry’s departments.

Speaking to KUNA, Al-Sand said that the first phase of the plan involves Kuwaitizing a number of support positions directly linked to organizing work within courts and related judicial files, procedures, and data, specifically in the main courts, including the departments of the Court of First Instance, Court of Appeal, Court of Cassation, and Constitutional Court.

She added that the targeted positions in this phase include session clerks, legal researchers, and administrative coordinators, in accordance with the needs of the departments covered by the plan and considering the nature of work in each department.

She noted that the first phase includes phasing out the services of 54 non-Kuwaiti employees starting from November next year, following the completion of training and qualification of alternative national cadres to assume the targeted tasks in these departments.

Al-Sand stated that fully Kuwaitizing support positions within the judiciary before the end of 2026 is in implementation of the High Command issued by His Highness the Crown Prince Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah regarding the Kuwaitization of positions in the judicial authority, and in accordance with directives from Minister of Justice Advisor Nasser Al-Samait.

She emphasized that the Ministry of Justice has spent the past year and a half identifying targeted positions, evaluating the needs of supporting judicial departments, and training and qualifying the necessary national cadres to ensure that Kuwaitization is based on the actual readiness of national replacements, rather than on superficial or ill-considered substitution.

The Deputy Minister of Justice clarified that implementing the plan in two phases aims to achieve a gradual and organized substitution that maintains stability of work within courts and ensures a smooth transition of tasks to national cadres, noting that the next phase will be completed according to the readiness of the concerned departments and operational requirements.
