The Municipality approved the expansion of petroleum fuel storage facilities in Subhan Industrial Area, increasing the area to over 241,000 square meters.

The Municipal Council, in its ordinary session held yesterday chaired by Khaled Al-Mutairi, approved the Kuwait National Petroleum Company’s (KNPC) request to consolidate all areas previously allocated in the Subhan Industrial Zone within Plot No. (10) into a single site with the same designated uses, along with an expansion of approximately 11,630.7 square meters for the petroleum fuel storage facility, bringing the total site area after expansion to 241,039 square meters, subject to the following conditions:

* Coordination with the Ministry of Finance – State Properties Administration.

* Adherence to the stipulations outlined in the responses of the Sub-Committee members for Utilities and Public Services, and coordination with them prior to implementation.

* Authorization of the competent municipal administration to shift and adjust the site’s dimensions and area by no more than the allocated amount, in case of conflict with any existing infrastructure services or regulatory requirements.

The Council also approved the Ministry of Public Works’ request to allocate the section located between intersection IC3 and Al-Mutlaq City, Sector (N1), subject to the following conditions:

* Adherence to the stipulations outlined in the responses of the Sub-Committee members for Utilities and Public Services, and coordination with them prior to implementation.

* Authorization of the competent administrations to shift and adjust the site’s dimensions and area by no more than the allocated amounts, in case of conflict with any existing infrastructure services or regulatory requirements.

The Council approved the modification of the plot distribution schedule for the organization project of Plot 45 in the former East Hawalli area, now represented as Plot 11 in the Salmiya area. It also approved the request to consolidate and add a portion of adjacent state-owned land to one of the plots in the East area, Plot 1.

The Council ratified the proposal by Member Eng. Farah Al-Roumi regarding the amendment of Article Fourteen of Administrative Decision No. (161/2009) concerning the classification and licensing of construction and demolition contractors in the Kuwait Municipality, by adding the following paragraph:

“A statement of due installments. The contract must also include a clause stipulating that the owner is obligated to pay due installments only to the contracted contractor, who must commit to issuing receipt vouchers to the owner for the paid installments.”

Consequently, Article Fourteen of Administrative Decision (161/2009) becomes as follows after the addition:

“The contractor must submit a copy of the contract concluded between him and the owner to the Municipality, indicating the contract duration, the nature of the required work, its stages, the agreed contractual value prior to commencing construction or demolition works, and a statement of due installments. The contract must also include a clause stipulating that the owner is obligated to pay due installments only to the contracted contractor, who must commit to issuing receipt vouchers for the paid installments.”

Furthermore, the contractor must place an informational signboard at the sites where he is executing works, containing the following data:

* Project name.

* Project owner’s name.

* Contractor’s name, his classification registration number, and the declaration and commitment number approved by the Municipality.

* Supervising engineering office’s name and the supervision commitment number approved by the Municipality.

* Construction permit number issued by the Municipality or other authorized entities.

* Contract number and execution duration.

The Council also approved setting the summer vacation for members, which will run from August 2 to September 10.
