Chairman of the Arab Human Rights Committee: Enhancing joint Arab action to confront regional challenges

The Chairman of the Arab Permanent Committee on Human Rights, Ambassador Talal Al-Mutairi, called for strengthening joint Arab action in the field of human rights to confront the humanitarian and rights-based challenges facing the region amid highly complex regional circumstances. This came during a speech by Ambassador Al-Mutairi at the opening of the 58th session of the Arab Permanent Committee on Human Rights, held at the headquarters of the League of Arab States, with the participation of representatives of member states and the League’s General Secretariat.

At the outset of the meeting, Al-Mutairi conveyed his sincere condolences and sympathies to the delegation of the sister State of Qatar on the passing of the founding Emir, Sheikh Hamad bin Khalifa Al Thani, praying to God Almighty to envelop him in His boundless mercy and forgiveness and to reward him with goodness for what he contributed to his country and to the Arab and Islamic nations.

Al-Mutairi welcomed the participants, including representatives of member states and national human rights institutions with observer status before the Committee, expressing his appreciation for their participation in the session’s proceedings. He stated that the Arab region has witnessed, since the conclusion of the 57th session in February last year, a series of developments and serious challenges that directly affect the core work and mission of the Committee. Foremost among these is the continuation of dire humanitarian conditions in the Gaza Strip, amid the fragility of the ceasefire, the ongoing suffering of the population, stalled reconstruction efforts, and the deterioration of living conditions for Palestinians.

He added that “the crises in Sudan, Libya, Lebanon, and Yemen continue to cast a shadow over humanitarian and rights situations, necessitating sustained and collective Arab attention.” He also pointed to the repercussions of regional tensions linked to Iranian attacks on Arab states and their impact on security and stability in the region, which impose additional challenges on joint Arab action.

Al-Mutairi clarified that this complex regional landscape places a doubled responsibility on the Arab Permanent Committee on Human Rights and underscores the urgent need for Arab solidarity within the framework of the League of Arab States to confront these challenges with a spirit of solidarity and shared responsibility.

He stressed that the Palestinian issue would remain at the forefront of the Committee’s concerns, as it is a central cause in the heart of the Arab nation. He highlighted the pivotal role played by the Committee in supporting the Palestinian cause through monitoring human rights conditions in the occupied Palestinian territories and backing the Palestinian people in realizing all their legitimate rights, foremost among them the right to self-determination. He noted that the Committee would continue to follow up on this file through agenda items two and three of the session.

He reaffirmed the significant importance of the Arab Permanent Committee on Human Rights as a governmental body that represents the collective Arab framework where the wills of member states converge to formulate common Arab policies in the field of human rights and to crystallize shared visions reflecting the civilizational and cultural specificity of the Arab nation. He considered that this governmental character lends weight and influence to the Committee’s recommendations at the national level in member states.

He called for building upon the achievements realized in the previous phase, foremost among them the Arab Strategy for Human Rights and the Arab Plan for Human Rights Education and Awareness, as two key instruments for entrenching a human rights culture in Arab societies and enhancing the capacities of national mechanisms concerned with this file. He also urged all member states to double their efforts to implement the programs and activities outlined in these two documents, transforming them from a theoretical framework into practical reality that directly impacts the lives of Arab citizens.

Al-Mutairi congratulated League of Arab States Secretary-General Nabil Fahmy on assuming his duties, expressing gratitude and appreciation to former Secretary-General Ahmed Aboul Gheit for the efforts he exerted throughout his tenure. He expressed confidence that the extensive diplomatic experience of the new Secretary-General would provide strong support for the trajectory of joint Arab action, including work in the field of human rights, emphasizing his anticipation of continued support for the Committee’s work, enabling it to fulfill its mandates to the fullest extent.

Ambassador Al-Mutairi noted that his tenure as Chairman of the Arab Permanent Committee on Human Rights was nearing its end, coinciding with the selection of a new chairman during the upcoming meeting of the League’s Council at the ministerial level. He expressed his pride in the cooperation and joint work achieved during his chairmanship, wishing success to the incoming chairman and the Committee members in continuing their duties and strengthening joint Arab action in the field of human rights.
